Training and Exercise Coordinator, Chester County Department of Emergency Services

Heather is the Training and Exercise Coordinator for the Chester County Department of Emergency Services. >> My name is Heather Morgan and currently I'm the train exercise coordinator for Chester County which means I have two roles since I'm the trainer exercise coordinator. On the training side of it I coordinate the training in the county. PEMA the Pennsylvania Emergency management agency requires emergency management coordinators whether that be in the county or the municipal level to conduct training. So on three different scales. Basic, advanced and professional. In them they have courses that accounts receivable like college courses. You sit down and you take a day course, a two day course or maybe sometimes a the day course to get your certification in any range of things including and intro to what emergency management is all the way up to recovering after a disaster, what you do, what your plan looks like. So my job for those are to coordinate with training facilities to bring that into Chester County to provide that to my Chester County emergency management coordinators and all the stakeholders and any citizens that want to come. All of it is free. Besides those courses and trainings there are certain aspects whether that be like senior caregiver awareness of mitigation for floods. There is some subject of courses that I can bring into the area for these stakeholders as well. On the side of exercise I am part of the exercise design team in Chester County so that's made up about 12 of us in the department. We all have our -- we're working on or have our master exercise practitioner certification which comes from FEMA and people ask us to present them with an exercise. So this can range anything from a tabletop where you sit down and you discuss an issue like an active shooter or it can be all the way up to a full scale where you actually have these moving parts, the police are coming in, the fire is coming in and you're exercising that active shooter. Those are my main jobs and then it's as duties as a sign. Other trainings I can do are with my department staff to train them in the mercy operation center on our plans and all our procedures. And again, every once in a while I'll get cast for something as it comes down.
